In fact, the distinction between these two educational challenges is not addressed to deaf pupils in particular. Based on the findings of Iranian and foreign scholars, this study claims that an Iranian deaf student is characterized as a bilingual and Farsi is not his/her first language. Conclusion: Therefore, a bilingual educational strategy is proposed here for teaching the deaf. The official core curriculum will be taught through Iranian Sign Language, i.e. the first and natural language of the deaf. At the same time, Farsi language will be taught by using certain second language teaching methods.
